NATO CD&E Seminar in Singapore
By Lieutenant Colonel Stefan Ristow
Director Standard, Evaluation and Training Department
From 09 - 10 Apr 18 the NATO Concept Development and Experimentation (CD&E) Seminar was delivered, for the very first time, in Singapore.
The seminar was conducted at the request of the Future Systems and Technology Directorate and the Singapore Ministry of Defense. 25 students ranging from OF-2 to OF-4 attended the seminar delivered by a Mobile Education and Training Team from the NATO School Oberammergau (NSO).
The aim of the two-day seminar was to establish a common understanding of the NATO CD&E Process. The students received interactive lectures on the concept development (CD) process, including the theory of experimentation and various types of experiments in NATO. During the practical application of knowledge gained, students collaboratively worked on the Formulation of a Problem Statement and conducted Experiment Planning and Design, supported by subject-matter facilitators from HQ Allied Command Transformation and the NSO. This contemporary way of conducting adult education enabled the students to best experience the processes of developing and testing their concepts as well as evaluating the results and develop capabilities on their own.
