Learning Objectives
Lead NCO Professional Development (PD):
Given references, the student will lead NCO professional development programs in accordance with ACT and ACO directives.
Direct International Ceremonies:
Given references, the students will prepare a NATO ceremony in accordance with NATO COMMANDERS Guidance for Protocol 2010.
Articulate NCO Issues:
Given references, the student will effectively present a formal briefing in accordance with CFC 98055000 Communication Skills and Staff Duties.
Superior Officer:
Given references, the student will describe the roles, authorities, and expectations of the CSEL within the HQ staff in accordance with NATO policy and doctrine.
Provide sound CSEL advice to Commanders:
Given references, and presentations on present global security environment challenges faced by the NATO alliance. The student will effectively demonstrate the ability to provide advice to commanders.
Course Participants
NCO’s who are assigned, or projected to be assigned, to a NATO CSEL appointment. The OPR and Co-OPR will conduct a selection board to confirm course loading priorities 7 weeks prior to the course.

Methodology
This two-week course is composed of two modules. Module one is focused on CSELs roles and responsibilities using interactive lectures with illustrated examples in syndicate work using detailed and realistic NATO scenarios. Students in small groups are required to produce presentations to confirm the acquisition of knowledge as a part of formative student assessment.
Remarks: The POI Working Group recommends that syndicates may each develop or evaluate different types of PD programs; e.g.: annual, in-theatre, etc. This would serve the collateral benefit of being able to use CSELs’ expertise in developing generic programs for each of these types of PD programs.
Practical limitations: No resources or time allocated to actually conduct a PD session while on course (no actual subordinates; budget issues are briefed only; CSEL students will not have a budget to administer)
Content from this EO overlaps with EO 1.2. therefore, instructors must ensure overlap is complimentary versus repetitive.
