Create an awareness of Building Integrity as a key element of defence and related security institution building, including the role of leadership and the principles of integrity, transparency and accountability in the management of defence resources.

Learning Objectives
Corruption:
Given a scenario, students will demonstrate understanding of the subject of corruption, its nature, and prevalence in a personal, functional, and political context during facilitated discussion.
Prevalence of Corruption:
Given a scenario, students will demonstrate understanding that corruption is prevalent in all countries to a greater or lesser extent during facilitated discussion and exercises.
Rule of Law:
Given a scenario, students will demonstrate understanding of different definitions and principles of the rule of law, and its link with anti-corruption during facilitated discussion and exercises.
Roles and Responsibilities:
Given a scenario, students will demonstrate understanding of the roles and functions of major organisations, domestic and international, involved in anti-corruption activities, and anti-corruption measures during facilitated discussion and exercises.
Rule of Law:
Given a scenario, students will discuss personal conduct and conduct of officials and how this can be reinforced through clear ethical guidance during facilitated discussion and exercises.
Finances:
Given a scenario, students will demonstrate understanding of the corruption risks within public financial management during facilitated discussion and exercises.
Media:
Given a scenario, students will demonstrate understanding of the function of the media in countering corruption during facilitated discussion and exercises.
Finances:
Given a scenario, students will apply knowledge gained in order to describe ways in which corruption might realistically be tackled in a home country, and where participants might make practical change in their own institution.
Course Participants
The target audience will comprise NATO/partner military personnel at OF-4 to OF-9 level or civilian equivalent, for integrity building and anti-corruption activities within ministries and military organisations.

Methodology
One week residential course comprised of lectures, case-based discussions and table top exercises in plenary sessions and syndicate groups.
