The RMEP course is an effective and comprehensive training programme, at the individual and collective level, essential in order to facilitate the development and implementation of resource requirements to meet NATO’s goals and objectives.

ADL courses can be accessed without the need for enrolment but students are required to register through the JADL portal using a military/government email address otherwise they will not be accepted.

Learning Objectives

Relationship between Requirements, Resources and Capabilities: At the end of this module, you will able to describe the relationship between requirenments, resources and capabilities.

Cooperation: At the end of this module, you will able to explain cooperation by: Describing the joint funding agreements. List common funding arrangements. Naming the joint funding agencies. Distinguishing cooperation inside NATO and outside NATO.

Joint Funding Arrangements: At the end of this module, you will able to: Tell what a capability package is. Describe the principle of a capability package.

The Capability Package: At the end of this module, you will able to: Describe common funding. Name the structure of the capability package. Describe the capability package approval and implementation process.

The Civil Budget: At the end of this module, you will able to: Explain what is the civil budget. List which projects are funded by the civil budget.

The Military Budget (MB): At the end of this module, you will able to: Explain what is the military budget. List which projects are funded by the military budget. Explain the system of military budgeting.

The NATO Security Investment Programme (NSIP): At the end of this module, you will able to: Desrcibe the NATO Security Investment Programme. Explain the usage of NSIP funds, and the goal of NSIP.

Manpower: At the end of this module, you will able to: Explain the NATO Manpower Programme. List the key players of the manpower process. Name the terms in the field of manpower.

NATO Crisis Response Operations (CRO): At the end of this module, you will able to: Describe the funding of NATO crisis response operations. Explain the process of vaildating and submitting. Describe the ARRP process.

Summary of Financial Implications: At the end of this module, you will able to describe the financial implications of common funding.

Methodology

The Advanced Distributed Learning Course is an online pre-reading for all interested persons, but specially focus on NATO School students attending the one week resident course "Resource Management Education Programme (RMEP) Course" (M4-30) at NATO School.

This self-paced course is available on the NSO eLearning Platform.

Students selected for NSO resident or distributed learning courses via the allocation process will receive NSO eLearning Platform registration instructions sent to their official email address.

Those individuals not registered for an NSO resident or distributed learning course may find this self-paced course on NATO JADL. Individual registration is required.
