The course introduces into the basics of NATO Procurement and contracting especially focusing on contracts and contract handling. NPC 230 consists for five lessons: Strategic Sourcing; Solicitation Procedures; Source Selection Process and Procedures; Price Analysis, Cost Analysis and Cost Realism; Managing Contract Risk.

Learning Objectives
Lesson 1: Strategic Sourcing:
After completing this lesson, you will be able to: Identify the key objectives and benefits of Strategic Sourcing. Identify the steps and procedures for conducting a Strategic Sourcing analysis. Identify the steps in the overall Strategic Sourcing process. Perform a sourcing opportunity assessment. Profile a commodity. Conduct a supply market analysis. Develop a commodity sourcing strategy and business case.
Lesson 2: Solicitation Procedures:
After completing this lesson, you will be able to: Determine the appropriate method(s) to publicize the requirement. Select the appropriate type of solicitation and the method to be used for responding to the solicitation. Determine if a contractor is responsible. Determine if the requirement will involve intellectual property. Distinguish between the different types of ACO/ACT (NATO) contract data rights. After solicitation is issued, determine if an amendment or cancellation is required, and understand how to properly safeguard proposals.
Lesson 3: Source Selection Processes and Procedures:
After completing this lesson, you will be able to: Identify the source selection processes and procedures. Identify the roles and responsibilities of each source selection participant. Identify the analytical techniques that will be used to evaluate contractors’ proposals to ensure that both NATO and the contractor get fair and reasonable price. Identify the procedures for debriefing. Identify the contract award process.
Lesson 4: Price Analysis, Cost Analysis, and Cost Realism:
After completing this lesson, you will be able to: Identify the purpose of conducting an analysis of a contractor’s price proposal. Identify the factors that affect price analysis considerations. Identify the factors that affect cost analysis and cost realism analysis considerations. Determine whether to use price analysis or cost analysis to evaluate the contractor’s proposal. Identify the preferred price analysis techniques to review a contractor’s proposal. Identify other information that maybe used in support of price analysis.
Lesson 5: Managing Contract Risk:
After completing this lesson you will be able to: Identify program cost, schedule, and performance risk events. Name the implications that risk management plays in successful contract completion. List the key procedures for each step of the risk management process. Identify the standards of responsibility. Identify the procedures to determine responsibility.
