Learning Objectives

FINANCIAL PRINCIPLES AND REGULATIONS IN NATO AND ALLIED OPERATIONS AND MISSIONS (AOM): Given references, the student will be able to identify the financial principles and regulations that impact the execution of contracts within AOM in accordance with Bi-SC 85-1 and Bi-SC 60-70.

PROCUREMENT MANAGEMENT IN NATO AND WITHIN AN AOM: Given an overview on NATO policy and procedures and roles and responsibilities the student will be able to identify the procurement approach during peacetime and in operations in order to develop a responsive and realistic procurement management strategy in accordance with Bi-SC Dir 60-70.

LESSONS IDENTIFIED AND LEARNED FROM IN-THEATRE PROCUREMENT EOM REPORTS AND AUDIT OBSERVATIONS: Given a scenario, the student will be able recommend improvements to the existing processes and plans to improve in-theatre procurement and support end of mission preparation, audit preparation and execution.

PROCUREMENT THROUGH NATO AGENCIES TO AOM: The student will be able to describe the capabilities, advantages and disadvantages of using NATO agencies and their role in support of Allied Operations and Missions.

PROCUREMENT DECISIONS IN AN AOM RELATED SCENARIO: Given a scenario and with minimum supervision, the student will be able to, as part of a project team, analyse patterns and relationships to develop strategies and plans for making sound AQM decisions in accordance with the Bi-SC Dir 60-70 and best practices discussed in class.

FUTURE TRENDS OF OPERATIONS: Given an overview of current and future NATO missions and initiatives, the student will be able to summarize key elements and identify trends that will impact procurement in future operations.

Course Participants

Mandatory as formal accountability mechanism for each Acquisition Military Officer (OF-1 through OF-5), NCO (OR-3 through OR-9), or civilian equivalent assigned to or in a role that work in conjunction with the NATO Command and Force Structures. Any national post serving in resource areas (i.e. J8 Contracting) or with involvement in the requisition process (i.e. J4 / JENG personnel) will be considered as part the secondary audience. This course is open to NATO and PfP partner nations.

This one-week course is comprised of three modules which build upon each other. Within each module, discrete steps in the process are explained and demonstrated. Conceptual work will be illustrated with in-class examples. Finally, students will practice as part of a team in an exercise.
