Aim
This course is to provide NATO Targeteers and those involved in the targeting process an understanding of the NATO Joint Targeting Cycle IAW Alliance Joint Publication (AJP) 3.9, Alliance Directive (AD) 80-70, ACO Manual (AM) 80-70, and CJCSI 3370.01, Target Development Standards.

Learning Objectives
Joint Targeting Cycle:
Given references, describe the Joint targeting cycle, to include Objectives and Guidance, Target Development, Capabilities Analysis (Weaponeering), Force Planning and Assignment, Mission Planning/Force Execution and Combat Assessment IAW AJP 3.9, AD 80-70 and AM 80-70.
Roles and Responsibilities of a Target Cell:
Given references, describe the roles and responsibilities of target cell personnel assigned to various coalition Joint/Combined organizations involved in Targeting in both deliberate and dynamic targeting IAW AJP 3.9, AD 80-70 and AM 80-70.
Comprehensive Approach to Targeting:
Given references, describe the concepts related to Effects Based approach to Targeting, Federated and Collaborative target development IAW AJP 3.9, AD 80-70 and AM 80-70.
Targeting Consideration:
Given references, describe targeting considerations at the Strategic, Operational and Tactical levels to include political direction, operational planning, synchronization/coordination, target lists, and legal considerations IAW AJP 3.9, AD 80-70 and AM 80-70.
Collateral Damage:
Given references, describe targeting considerations at the Strategic, Operational and Tactical levels to include political direction, operational planning, synchronization/coordination, target lists, and legal considerations IAW AJP 3.9, AD 80-70 and AM 80-70.
Targeting Force Multipliers:
Given references, describe criticality and force multiplying characteristics of non-lethal approaches including Information Operations (IO), Public Affairs (PAO), and Legal members of the Force Application/Target Team IAW AJP 3.9, AD 80-70 and AM 80-70.
Weaponeering/Capabilities Analysis:
Given references, describe generic air-to-surface and surface to surface weapons and fuses, aircraft, and their combined effects upon critical selected target elements (Weaponeering) and relationship to Collateral Damage IAW CJCSI 3160.01A and NSO distributed material.
Prosecution of Time Sensitive Targets (TST):
Understand the Time Sensitive Target (TST) process and considerations involved in TST planning/execution in accordance with NATO Targeting References.
Written Progress - Final Exam:
Using course references, students will demonstrate comprehension of all material presented in class with at least an 80% accuracy rate on final exam.
Course Participants
Military officers (OF-1 through OF-5) and NCOs (OR-5 through OR-9), or civilian equivalent,
Individuals who are assigned, or selected for assignment, to a NATO, a Ministry of Defence, or subordinate military headquarters, unit or agency of any NATO country which fulfils responsibilities in support of NATO targeting.
Limited to personnel who are members of a NATO nation or 7NNN (AUS, AUT, CHE, FIN, IRL, NZL, SWE)

Methodology
This one-week course is comprised of interactive plenary lectures, brief moderated Q&A sessions, practical exercises, and facilitated work in small syndicates followed by back briefs to plenary. Case studies complete the subject matter. The course concludes with a comprehensive end of course exam requiring a minimum score of 80%.
