Learning Objectives

CFE Treaty: Given references, students will recall the development of the CFE Treaty (“from the past to the future”) in the context of NATO’s approach to Conventional Arms Control and the Confidence and Security Building Measures (CSBM).

CFE Treaty Main Provisions: Referencing the treaty, students will recapitulate the basic structure / the main provisions as well as the meaning of information exchange.

CFE Treaty Inspections: Referencing the given information, students will summarise the preparation and conduct of an inspection in accordance with the CFE Treaty.

CFE Treaty Escort Operations: Referencing the given information, students will summarise the preparation and conduct of an escort operation in accordance with the CFE Treaty.

Preparing and Conducting Inspections: Given a scenario, students will prepare and conduct two practical inspections in accordance with the CFE Treaty.

Course Participants

Military officers (OF-1 through OF-5) and NCOs (OR-5 through OR-9), or civilian equivelant, assigned to a national or military inspection organization. Diplomats and staff from NATO HQ delegations and diplomats and staff in a ministry of defence or a ministry of foreign affairs or members of a national delegation to the OSCE are invited to participate in the course.

Methodology

Thisone week course is comprised of interactive plenary lectures, followed by brief moderated Q&A sessions alternating with facilitated work in small syndicates, followed by back briefs to plenary. Case studies complete the subject matter. Plenary role play will prepare students for inspections and escort missions.
