Aim
The aim of this course is to prepare students to organize: support, escort, or conduct an observation flight in accordance with the Treaty on Open Skies.

Learning Objectives
Background and history of Open Skies:
Given references, students will recall the historical background and the development of the Treaty on Open Skies (OS) in the context of NATO’s approach to conventional arms control and the confidence and security building measures (CSBM).
OS Implementation and Obligation:
Referencing the treaty, students will be able to rewrite the basic implementations and obligations in preparing and conducting a mission in accordance with the Treaty on Open Skies.
OS Aircraft:
Given references, students will explain the impact of selected aircraft and sensors as they relate to a planned mission in accordance with the Treaty on Open Skies.
Mission Preparation and Conduct:
Given a scenario, students will prepare and conduct mission planning (active and passive) to include the use of IT-based mission planning tools in accordance with the Treaty on Open Skies.
The Future of OS:
Given references, the students will summarize the meaning and the necessity for the evolution of the OS Treaty in accordance with knowledge gained during the course.
Course Participants
This course is primarily intended for military and civilian personnel from OS Treaty signatory nations, who is or will be assigned to a staff belonging to national inspection organization. To include:
- Military personnel of a national inspection organization.
-Members of national MOD planning staffs with OS responsibilities.
-Personnel outside of the above criteria with an interest in OS must obtain a written waiver from the Office of Primary Responsibility at ACCS NATO HQ

Methodology
This one-week course is comprised of interactive plenary lectures, followed by brief, moderated Q&A sessions alternating with facilitated work in small syndicates, followed by back briefs to plenary. During syndicate work participants will work both on an active and a passive mission by using special software tools. Case studies and a panel discussion complete the subject matter. A guest speaker provides top-level perspectives in closing the course on Friday. Students will be provided with a certificate of participation at the end of the week.
