ADL courses can be accessed without the need for enrolment but students are required to register through the JADL portal using a military/government email address otherwise they will not be accepted.

Learning Objectives

NATO's Approach to Conventional Arms Control (CAC): Given references, students will – by recalling NATO’s approach to CAC and the basic need for global exchange of military information (GEMI) - be able to convert their gained experiences into their daily work as military planners as well as advisors or decision makers.

Cornerstone Treaties, Conventions, and Documents: Referencing treaties, conventions and documents, students will identify differences in aim, compliance, and verification between Vienna Document 11 (VD 11), the Treaty on Conventional Forces in Europe (CFE), and the Open Skies Treaty (OS) as the cornerstones of conventional arms control.

Supporting Conventions and Initiatives: Given references, students will outline further agreements referring to CAC, namely Convention on Certain Conventional Weapons, Anti-Personnel Mine Convention, Cluster Munitions Convention, Chemical Weapons Convention and Small Arms Light Weapons Initiatives.

This course is intended for military and civilian personnel, regardless of rank or career, who are interested in arms control but are not necessarily part of an arms control verification unit or engaged in arms control on a daily basis, including:
- Military planners
- Newcomers or part-time participants to verification units
- Barracks commanders
- Members of Ministries of Defence
- Members of Minitries of Foreign Affairs
- Parlimentarians
- Parlimentary staff
- Media representatives
- NGO representatives

Methodology

This one-week course is comprised of 20 interactive plenary lectures on conventional arms control topics followed by brief moderated Q&A sessions. In reference to the lectures there will be facilitated work in small syndicates based upon two major arms control agreements, followed by back briefs to plenary. Case studies complete the subject matter. A guest speaker provides top-level perspectives in closing the course on Friday.
