To provide education and individual training to NATO and Partner personnel in conducting, supporting, or escorting inspections, evaluations, contact visits, and observations under the Vienna Document 2011 on Confidence and Security Building Measures.

Learning Objectives
History and Development of VD 11:
Students will recall the historical background and the development of VD 11 in the context of NATO’s approach to CAC and Confidence and Security Building Measures (CSBMs).
Fundamentals of VD 11:
Referencing the content of VD 11, students will summarize the necessary aptitude and attitude for a member of a VD 11 mission as well as the basic structure and the main provisions of VD 11.
Escort and Support Evaluations:
Using the provisions of VD 11, students will conduct, escort, or support evaluations in accordance with the provisions of VD 11.
Provisions on Prior Notifications:
Referencing the provisions of VD 11, students will apply the provisions on prior notification and observations of certain military activities.
Conduct of Inspections:
Using the provisions of VD 11, students will conduct, escort, or support inspections in accordance with the provisions of VD 11.
The Future of VD 11:
Using the gained knowledge, students will outline the meaning and the necessity for evolution of VD 11.
Course Participants
This course is intended for military and civilian personnel, regardless of rank or career, who are assigned or selected for a staff belonging to national arms control agencies, verification units, or otherwise involved in CAC especially VD 11. To include
- Members of national arms control agencies / verification units
- Personnel who will support related agencies as part-time inspector
- Planning staff in a ministry of defence or a ministry of foreign affairs with arms control responsibilities
- Assigned or planned members of a national delegation to the OSCE

Methodology
This one-week course is comprised of 16 interactive plenary lectures on the Vienna Document followed by brief, moderated Q&A sessions. In reference to the lectures, there will be facilitated work in small syndicates based upon evaluations and inspections, followed by back briefs to plenary. Case studies complete the subject matter. A guest speaker provides top-level perspectives in closing the course on Friday.
