Learning Objectives

HPAC Concepts: Given references on HPAC software, describe the capabilities and limitations of the program in accordance with the operator’s manual to include: 1- types of hazards that can be modelled; 2 – difference between HPAC and other dispersion modelling tools; 3- hardware/software requirements and performance issues; 4- how HPAC addresses the uncertainties of environmental and hazard description.

Source Term Functionality: Given references on HPAC software, apply source term functions through the proper assessment of the amount, rate, form, and physical configuration of hazardous material releases in accordance with the operator’s manual. Selecting proper source term functionality in HPAC includes: 1- explain what hazards each incident module handles and the required nominal inputs; and 2- illustrate ways to modify default project characteristics and the impact on performance.

Application Editors: Given references on HPAC software, demonstrate application process for hazard assessment of the nine HPAC incident editors (Chem/Bio Weapon, Nuclear Weapon, Radiological Weapon, Chem/Bio Facility, Industrial Facility, Nuclear Facility, Industrial Transportation, Nuclear Weapon Incident, and Analytical Module) in accordance with the operator’s manual.

HPAC Calculation Results: Given references on HPAC software, interpret HPAC modelling calculation results while considering environmental factors (weather, wind speed/direction, terrain), hazard area concentration predictions, casualty estimates, and software limitations in accordance with the operator’s manual.

Course Participants

Military officers (OF-1 through OF-3) and NCOs (OR-5 through OR-9), or civilian equivalent, who are assigned to a NATO headquarters or agency, a Ministry of Defence, Foreign Affairs department, or subordinate military headquarters, unit, or agency of any NATO country which fulfils responsibilities in support of NATO CBRN operations.

Methodology

This one-week course is comprised of formal lectures, followed by brief, moderated question-and-answer sessions with individual exercises on various scenarios using the HPAC program. A culminating group exercise and presentation concludes the five-day course incorporating all of the learning objectives.
