Aim
To qualify NATO Targeteers in the application of the US Collateral Damage Methodology, according to US CJCSI 3160.01, No-Strike and the Collateral Damage Estimation Methodology. The US Methodology has been approved for use during NATO combat operations and is serving as the framework for the emerging NATO methodology for air-to-surface and surface-to-surface lethal operations.

Learning Objectives
Logic, Composition, Facts and Assumptions of the CDM - 200:
Given references, describe the rationale, basis, and assumptions (to include policy, procedures and weapon effects) used in CDE in accordance with CJCSI 3160.02A.
Legal Requirements, Basis, and Importance of CDE to National and Senior Military Leadership - 200:
Given references, describe the legal implications (to include No-Strike Policy, Command and Legal responsibilities) of CDE in accordance with CJCSI 3160.01A.
Weaponeering and Mitigation Logic of CDE - 200:
Describe the weaponeering concepts which influence and are accounted for by the CDM (to include basic weaponeering principles, weapon's effects mechanisms, and mitigation techniques in accordance with CJCSI 3160.01A).
Accomplish Each of the Five CDE-Level Analysis - 300:
Given references, describe and demonstrate the processes used to conduct CDE assessments for each of the five levels of CDE analysis in accordance with CJCSI 3160.01A. Given a scenario, the students will conduct, in accordance with references, assessments for each of the five levels of CDE analysis in accordance with CJCSI 3160.01A.
Course Participants
Individuals who are assigned, or selected for assignment, to a NATO, a Ministry of Defence, or subordinate military headquarters, unit or agency of any NATO country which fulfils responsibilities in support of NATO targeting and/or collateral damage estimation. Limited to personnel from: NATO, AUS, FIN, NZL, SWE.

Methodology
One week residency course comprised of interactive plenary lectures followed by practical exercises in conducting CDE analysis. Course culminates in a 2-part summative exam.
